Customs |
|
Customs
regulations now in force in Colombia as per decree 2685 and
Muisca regulations The Customs Authorities now stipulate
that:
A) All cargo on
board a vessel, with destination Colombia must be
manifested. B) The manifest and bills of lading have to be
registered to Customs systems (Muisca) 12 hours prior ship's
arrival. C) Cargo not covered by manifest may not be
discharged. If discharged it will be immediately confiscated
by Customs. |

Violations of the
aforementioned regulations can result in fines of up to 100
per cent. of the cargo value as determined by Customs
Authorities. Similar fines will be levied for discrepancies
found in the cargo manifest as well as for short-landed or
overlanded cargoes, in cases where fault lies with the Carrier
and no reasonable explanation is provided. When the
cargo/freight manifest does not comply with all the
requirements (as established by Customs Authorities) the
carrier will be fined the equivalent of 20 minimum wages
(about USD 3,000.00 as of July 1992).

Entrance
Once vessel enter
Colombian Territorial water or alternatively, positioned 20
nautical miles from the port of destination, vessel should
establish contact on VHF channel 16 with the port terminal and
with the Harbour Master. The port agency should give full
assistance to facilitate the communications
process. | |

Port Of
Buenaventura which has 12
piers
*For containers ships, the port has 4 gantry cranes
of 40,6 tons/ three shore crane of 100 tons and 6 RTG of
capacity 40 tons (Yard Gantry
Crane).
*For Bulk Carriers: one suction machine for pier #10 the
this machine can disc. 300 mt per hour. It has 10 silos with a
total of 30.000 metric tons of capacity to store wheat, corn,
sb and aditionaly a small warehouse to sotre 5,000 metric tons
of soy bean meal. They have a warehouse to store fertiklizer
with 20,000 metric tons of
capacity.
* One suction machine for pier #11 the this machine can
disc. 400 mt per hour. The silos capacity to store
wheat, corn, sb is of 45,000 metric tons for soy bean meal
and 9,000 metric tons for fertilizer.
* One suction machine for pier #12 the this machine can
disc. 200 mt per hour. The silos capacity to store
wheat, corn, sb is of 32,000 metric
tons.
*Liquids Pier:
This port has a liquid pier #14 where are berthed tanker
vessels. A pier of long of 180 meters with draft 8.5 mts in
low tide. | |

Restrictions
The deep of the
channel in low tide cero is
10,3m.
The draft
restrictions in the channel in low tide cero is 9,3m in
order to keep 1 m clearence.
The average range of the tide is 3m between low
tide and hight tide.
The range of the tide per day
could be know using the tide tables.
Our port is NAABSA
(Not always afloat but safely aground) and the piers No.2 to
No.10 in low tide is 10,0m, the pier No.11, 12, 13 is 9,3and
14(discharging liquids only) is 8,50m depend of the draft vsl
can be berthed during high tide. But every three month must be
verify by batimetric sounding carry out by port
control. |

Pilotage
Pilotage is
compulsory for all ships of more than 200 tons. Pilotage is
available on a 24 hour basis.
The pilot will
board the vessel one (1) mile from shore sea bouy
#1.

Watchmen
At all
public Colombian terminals , named Sociedades Portuarias
(Buenaventura, Barranquilla, Cartagena and Santa Marta) it is
not compulsory to have private watchmen on board; however it
is strongly recommended to avoid risks of drugs smuggling,
thieves or
stowaways.
